OGUN ASSEMBLY SOLICITS INCREASED RELEASE OF FUNDING FOR HEALTH SECTOR TO AID 2026 BUDGET IMPLEMENTATION

Members of the House Committee on Finance and Appropriation led by Hon. Musefiu Lamidi, representing Ado-Odo/Ota II State Constituency, has solicited increase and prompt release of funds for the State Ministry of Health and its allied agencies to so as to achieve better budget implementation in the next fiscal year.

This, the House Committee noted would help boost capital development to aid medical service delivery, thereby improving on the performance of the outgoing year.

He made the call, when the State Commissioner for Health, Dr. Tomi Coker led other members of the teams from the health sector to defend their budget proposals before the Committee during the ongoing 2026 budget defence at the Assembly Complex, Oke-Mosan, Abeokuta.

The House Committee stressed the need to improve on the capital performance of the sector in the next fiscal year; stressing that the Assembly would closely monitor performance to ensure accountability and value for money.

The House Committee also commended the Ministry and its agencies for their efforts , while urging the Executive to ensure adequate and timely release of funds; stressing that health remained a vital and indispensable sector for the wellbeing of the people.

Presenting the Ministry’s budget estimate, Dr. Coker disclosed that a sum of N17.577bn was proposed as total expenditure for the next fiscal year; with ₦5.47bn allocated for recurrent expenditure including personnel and overhead costs; while capital expenditure stood at ₦12.103bn, representing 68.86% of the total budget.

She added that internally generated revenue projection was ₦252.953m, while outlining legacy projects such as the construction of ICT centres at Ogun State College of Nursing Sciences ( OGSCONS) Abeokuta campuse, rehabilitation of health facilities and the establishment of ambulance points across all the 20 Local Government Areas.

Defending the budget proposals for the State Hospital Management Board, the Permanent Secretary, Dr. Olayinka Elemide, presented a sum of ₦61.432bn as the total expenditure for the next fiscal year, comprising ₦16.306bn for recurrent; while ₦45.125bn would go for capital expenditure, with expected revenue put at ₦1.52 billion.

She highlighted some of the legacy projects to include the construction of five new comprehensive healthcare facilities and the renovation of 18 existing health facilities across the State.

On her part, the Chief Medical Director, Olabisi Onabanjo University Teaching Hospital, Dr. Oluwabunmi Fatungbase, defended a total budget proposal of ₦39.517bn, with ₦4.417bn projected as total revenue targets; while a sum of ₦9.352bn allocated for recurrent expenditure and ₦30.165bn was earmarked for capital projects.

She noted that plans were underway to construct a new three-storey administrative block, expand human capacity development, build additional housing units and renovate some offices.

Other agencies that defended their 2026 budget proposals before the State lawmakers included the State Primary Health Care Development Board, the State Health Insurance Agency and State Hospitals in Ijebu-Ode, Ado-Odo/Ota, Ilaro and Abeokuta.
